It is a clear case of distrust of the ability of the people. Assume that these officers are to be elected. Then I am opposed to all these restrictions upon principle. I say leave the people to judge of all theso matters, if they are to elect these officers. Why should this Convention make an organic law denying these privileges to the people, and why enact that I shall not vote for a man for Attorney-General unleBS he has been a lawyer for ten years? It is a clear and palpable case where you fetter the people and distrust them. I " opposed to it on principle, while I maintain that this principle is in no sense violated by the appointment of the Attorney-General for the reasons already stated. Mr. PAIGE--In the dicussion of this questioD, whether the Attorney-General shall be appointed by the Governor or elected by the people, some views have been expressed which I do not comprehend. It has been said if we give the power of appointing the Attorney-General to the Goternor, we will express a distrust of the capsaty of the people, and will deprive tbem of their pohtieal right to eleot him. Neither of theso conse quences can follow from the delegation of this power to the Governor. We shall not by a proposition to give this power to the Governor express any distrust of the people, or deprive them of any political right. It is a fundamental maxim thai ill political power is inherent iu the people. The rigt of government is vested in them, and they possess every right, power and jurisdiction which has not been delegated to the United States.
